You can't. At least not directly. Snow Leopard was the last version of OS X it ran in, and not reliably. Worked for some, and not others. Officially, Adobe didn't even support it for Snow Leopard.

Dear Folks, as you probably know, since Adobe has bought Macromedia, they dropped a lot of really good products or changed them in a sometimes unsatisfactory way.
If you really need it, your only choice is to purchase Snow Leopard Server and install it in a virtual machine, such as Parallels, VMware, or Virtual Box. Once you have SL Server running in the VM, then install Freehand.
Note that this must be the last version of Freehand to have any possible chance of it even working under SL Server. That would be Freehand MX, version 11.0.2. Older versions will not work at all.

Welcome to the quick and easy way to run Freehand MX on a newer Mac. This software solution is intended for current users of FH on Macs.
Note: 4.26.2021 – OSXFH will NOT run on Apple’s new M1 chip. We are working on porting OSXFH to the new machines via Parallels V16.5 .

OSXFH is a software file that works within Parallels desktop software for mac. Parallels is a hardware virtualization software for Mac computers used to run windows/linux/unix and former MacOSX operating systems. Parallels runs these virtual machines within files called .pvm – (parallels virtual machine).
We supply the custom OSXFH.pvm file which Parallels can open and run.
Within OSXFH.pvm are preinstalled full working versions of:
OSX Snow leopard 10.6.8 and Freehand MX 11.0.2, no passwords, codes or serial numbers needed.
Migration assistant is also available within Snow Leopard server in case you want to migrate other software programs from a computer running snow leopard and rosetta apps, such as: Font managers, design utilities, Photoshop or Illustrator (pre-CC), Fonts, files and other discontinued apps.

How To Use Macromedia Freehand
Do not install Parallels till you have downloaded the OSXFH.pvm. Read the install instructions – otherwise Parallels will install windows OS as default.
*2 We recommend 16GB+ of RAM for your system, OSXFH will run on the Virtual Machines available RAM to a max of 8GB within Parallels Home version and a max of 128GB RAM within the PRO Version.
